Oregon is an open-carry state but allows cities and counties to limit the possession by the public of loaded firearms if they do not have a concealed carry permit.  As a result many municipalities including the capitol of Salem and throughout the state have banned loaded firearms in all public places.  Oregon offers a Concealed Handgun License.  Since there are no reciprocity agreements with other states if you want a Concealed weapon permit in the State of Oregon then you must get the Oregon Concealed Handgun License.

While Oregon does issue carry permit/licenses to residents of Oregon, non-resident carry permit/licenses will only be issued to residents of bordering states.
